About Lex-BHRE
Lex-BHRE (Legal Centre for Business, Human Rights and the Environment) is a legal and policy center working to advance justice for African communities impacted by corporate harm in Africa–Europe supply chains.
We are committed to ensuring that the law works to effectively protect African communities embedded within Africa–Europe supply chains. Through interdisciplinary research, expert policy advisory, targeted training programs, and cross-regional knowledge exchange, we work to strengthen corporate accountability and drive systemic legal and policy reforms that centre the rights and realities of affected African communities.
Our Mission
Lex-BHRE is the first organization of its kind dedicated to ensuring that existing and emergent legal norms protect African communities embedded within Africa–Europe supply chains. Through interdisciplinary research, expert policy advisory, targeted training programs and cross-regional knowledge exchange, we seek to turn environmental and human-rights norms into informed, responsible action that strengthens accountability and promotes community-centered systemic reform.

Dr Rosemary Mwanza
Founder; Human Rights and the Environment Lead
Dr Rosemary Mwanza specialises in environmental law, human rights, and corporate accountability, with over a decade of experience in teaching, research, and policy work. Her expertise lies in strengthening and operationalising emerging environmental law norms to address corporate environmental harm, with a particular focus on the right to a healthy environment, ecocide, and corporate environmental due diligence standards.
She holds a Doctor of Laws (LL.D.) from the University of Eastern Finland and a Master of Laws (LL.M.) from the University of Southern California. Her work is published in leading academic journals, such as the American Journal of International Law, the Journal of Environmental Law, and the Journal of Human Rights and the Environment. Her commitment to excellence in research has been recognised through various awards, including the 2023 Young Researchers Award for Outstanding Doctoral Thesis and the Primus Doctor title for the University of Eastern Finland in 2024.
Dr Mwanza brings a global perspective to her work, having taught law at universities in Kenya, Finland, and Sweden.

Dr Felix Dube
Climate Justice Lead
Dr Dube spearheads the organisation's climate-justice work in the context of African–European supply chains.
Dr Dube is a lecturer in the Department of Public Law at the University of Venda, South Africa. He is also a climate change law expert and sits on the South African Human Rights Commission's Section 11 Committee on Climate Justice.
In line with his work in environmental law, Dr Dube is the Editor-in-Chief of the Environmental Law Silbergramme, a monthly newsletter published by Juta & Co. This newsletter covers legal developments in the field, including recent enviromental law cases, national and provincial legislative Bills and governance notices, as well as government policy positions on environmental issues.
Dr Dube also serves as an assistant editor for the Journal of Law, Society and Development, and was previously the co-editor of the CLES Series at the Potchefstroom Electronic Law Journal.
Prior to joining the University of Venda, Dr Dube lectured environmental law to both undergraduate and postgraduate students in the Department of Public Law at the University of Pretoria, where he also undertook the role of interim Director of the Center for Environmental Justice in Africa (CEJA). In this capacity, Dr Dube was responsible for operationalising CEJA, which had been recently established.
Dr Dube's other experience includes lecturing at the North-West University and coordinating research projects on urban sustainability at the South African Research Chair in Cities, Law and Environmental Sustainability.
Dr Dube has published several papers in environmental law and related fields such as constitutional hermeneutics. His publications address, among other environmental considerations, energy sovereignty, indigenouis jurisprudence such as ubuntu, and rights-based approaches to sustainable development and environmental governance.

Dr Ken Simiyu
Human Rights and Health Lead
Dr. Ken Simiyu is an accomplished scholar and health expert specializing in sustainable development, climate justice, corporate accountability, and environmental health equity.
With over 18 years of experience at the intersection of research, advocacy, and policy, he bridges rigorous academic inquiry with real-world impact, translating evidence into actionable strategies that protect vulnerable communities from industrial harm.
A recognized leader in environmental health justice, Dr. Simiyu partners with affected populations to investigate corporate-driven pollution, strengthen legal claims, and secure remedies for health violations.
His interdisciplinary research, spanning law, public health, and innovation, informs policies that hold polluters accountable while advancing restorative justice in global supply chains.
Holding a PhD in Health Innovation (University of Toronto) and an LLB (University of London), Dr. Simiyu’s scholarship has shaped high-impact initiatives at institutions like USAID and Grand Challenges Canada, where he designed equity-centered frameworks to address community health and environmental injustices.
At Lex-BHRE, Dr. Simiyu leverages his academic expertise to advance justice in Africa-Europe supply chains, ensuring research directly informs corporate accountability policies.
By integrating climate justice principles, health law, and community-driven data, his work empowers marginalized groups to demand transparency, reparations, and sustainable alternatives.

Dr Chantelle G. Moyo
Energy and Just Transitions Lead
Dr Chantelle G. Moyo is an environmental lawyer and seasoned researcher in fields such as natural resource governance, mining law, climate change and energy governance, among others.
With over a decade experience in academic institutions in South Africa and Zimbabwe and working in international development, Dr Moyo has over 14 peer reviewed, scholarly publications in the form of journal articles, chapter contributions in books and an edited book in regional and international publication houses.
Dr Moyo has also advised organisations such as the International Development Law Organisation (IDLO), Natural Resource Governance Institute, Oxfam Africa, USAID, Ford Foundation and SAGE Foundation on matters related to climate change, energy governance, mining law and environmental governance in Africa.
She holds a Ph.D in Law and Development, Master of Laws in Environmental Law, Bachelor of Laws and is a Certified Expert in Climate and Renewable Energy Finance from the Frankfurt School of Finance and Management.
